Enclara Pharmacia is guided by a team of hospice- and pharmacy-focused healthcare professionals. Our team is dedicated to developing a cohesive and cost-effective program that results in the best experience possible for hospices and patients facing end-of-life issues.

The members of our leadership team have grown up in hospice as owners, operators and practitioners so we understand the challenges hospices face and are uniquely qualified to provide timely, cost-effective solutions.

    Founder and Chief Executive Officer

    Andy Horowitz is the founder and CEO of Enclara Pharmacia. An attorney by education, he transitioned into healthcare to become a highly regarded and successful pharmaceutical and healthcare entrepreneur and leader.

    Andy founded Partners Healthcare, which focused on the institutional long-term care market, and Solutions Homecare, a JCAHO-accredited infusion therapy company. He acquired the hospice business known as Garden State Hospice and, after rebranding it Care Alternatives, developed it into a large, regional hospice services company providing care to approximately 800 ADC. Between 1998 and 2004, Andy grew these companies into one of the largest privately held institutional pharmacies and hospices in the country, serving six states until he sold the companies in 2004.

    He founded Enclara Health in 2006, a national hospice-specialty pharmacy services provider, moving the company from a start-up enterprise toward significant growth driven by differentiated service-oriented product offerings.

    In 2013, Andy founded Turn-Key Health, an end-of-life population health management company focused on solving the problem of poor quality, low satisfaction and extreme high cost during the last years of life. Turn-Key Health is grounded in clinical and financial models that are designed to address the avoidable $20 billion spend on excessive, suboptimal care.

    In 2014, he partnered with Consonance Capital Partners to purchase excelleRx/Hospice Pharmacia, merging Enclara Health and Hospice Pharmacia to create Enclara Pharmacia, the premier hospice pharmacy service provider with comprehensive mail order and local pharmacy offerings.

    In the same year, Andy also acquired PBM Plus to create GuidantRx, a boutique pharmacy benefit management provider specializing in co-pay card services and specialty pharmacy workflows.

    Andy serves as vice chairman of Palisades Medical Center in North Bergen, New Jersey, and has served as a member of the Board of Governors since 2007.

    He earned a Juris Doctor from Emory University School of Law, and Bachelor of Science in Management in Accounting from Tulane University.

    President

    Michael P. Cinque is President for Enclara Pharmacia, a company that provides Palliative Medication Therapy Management and Distribution Services to hospice patients nationwide.  He was a founding member of and Vice President of Operations for excelleRx, the first disruptive force in medication management in end of life care. Beginning as the owner of Bridesburg Pharmacy, his experience has grown from providing direct care to hospice and non-hospice patients, to his current responsibilities, which include creating opportunities to improve quality and outcomes for hospices and other health providers.  Cinque has served as President of the American Pharmacists Association’s Academy of Pharmacy Practice and Management and a member of the APhA Board of Trustees.  He has also served on the Board of the National Hospice Foundation.  Cinque received his BS in Pharmacy from Temple University in Philadelphia in 1992 and his Pharm.D. from the University of Florida in 2005.

    Greer has more than 20 years of health care experience with strengths in post-acute operations, mergers and acquisitions, pharmacy benefits management, strategy and business development. He has strong vertical experience in payor, provider and healthcare IT verticals. In 2014, Greer joined Enclara Pharmacia with dual roles as its President of Turn-Key Health and its Executive Vice President of Corporate Development. Prior to his current role with Turn-Key Health / Enclara Pharmacia he was the founder and CEO of the early stage end-of-life population health management company – Care Trajectory, LLC. Immediately prior to that, he served as the Vice President of Corporate Development for a national hospice platform company. During that role, he was responsible for organic and acquisitive growth of the hospice operations, as well as EBITDA improvement activities related to major expense line items. Prior to his position at the national hospice platform company, Greer held various leadership positions including Managing Partner at AXON Strategy, Vice President of Business Development at TeleVox Software, and Vice President of Health Services and Development at Triton Health Systems / Viva Health.

    Greer is a graduate of the Jepson School of Leadership Studies at The University of Richmond.

    Stephen C. Phenneger, is a seasoned business executive with years of expertise in finance, development and operations, as well as significant experience in healthcare mergers and acquisitions.

    Recognized for his direct experience with investment, operations and customer relations in hospice, pharmacy distribution and post-acute software companies, Stephen is a strong fit with the Enclara vision of continued growth and industry thought leadership.

    Adding another ‘customer-focused voice’ to the senior leadership team, Stephen plays an important role in providing Enclara healthcare partners – end-of-life care providers and payers – with industry-leading, value added solutions that help them continue to meet their complex regulatory and business requirements.

    Prior to joining Enclara, he served as operating partner at Cressey & Company, a leading private equity healthcare investment fund where he directly supported a number of portfolio companies from operational and transactional levels. Prior to this, he served as director, Development and FP&A, IdeaSphere, Inc., and senior manager, Transaction Services, for national accounting firms focusing on private equity clients in the healthcare sector.

    He earned a Bachelor of Business Administration from LaSalle University.

    Loren Brook is the Executive Vice President of Client Services, overseeing the Call Center Services, Customer Service and Neighborhood Connection teams.  Loren has been a clinical pharmacist since the inception of Enclara Health in 2007. She has had a variety of management positions at Enclara, including Quality and Regulatory Affairs, until her previous role of Vice President of Pharmacy Operations.  Loren has provided clinical education to Enclara clients and recently spoke nationally at the CTC in Nashville, TN.  Prior to coming to Enclara, Loren worked as a clinical pharmacist at Christiana Hospital in Newark, Delaware. She received her Doctorate of Pharmacy from Ernest Mario School of Pharmacy at Rutgers University and subsequently completed a Pharmacy Practice residency at Hahnemann University Hospital.

    Rushi is a nationally prominent pharmacist who brings more than 15 years of managerial and operational experience to Enclara. He has worked in a variety of settings, including hospital pharmacy, retail pharmacy and long-term care pharmacy. Rushi began his pharmacy career as a clinical coordinator and supervisor at 500+ bed acute care hospital, and later ventured into retail and long-term care pharmacy, where he assumed leadership roles in pharmacy operations, regulatory, compliance and government affairs. He has significant operational, regulatory and licensing experience, including experience with sterile and non-sterile compounding. Rushi holds a doctor of pharmacy degree and is a graduate of University of the Sciences in Philadelphia, Philadelphia College of Pharmacy.

    As Chief Administrative Officer and General Counsel, Scott manages Enclara Pharmacia’s Compliance, Human Resources, Insurance and Legal functions. Scott has devoted his entire career to healthcare, previously having served in various leadership roles within the administrative, finance and legal functions of some of the nation’s leading healthcare providers and service organizations. Scott previously served as Budget Manager for New York Presbyterian Hospital, a comprehensive university hospital, as well as Operations Director for the faculty practice facility of Rutgers University / New Jersey Medical School. Immediately prior to joining Enclara Pharmacia, Scott was a partner with Norris, McLaughlin & Marcus, a 150+ attorney regional law firm, where his practice was devoted to assisting diverse healthcare providers/suppliers and other corporate clients solve complex transactional, regulatory and compliance issues. Scott earned his undergraduate degree from the University of Arizona, his MBA from Fairleigh Dickinson University and his law degree from Seton Hall University.

    Steve is currently responsible for a team of developers, analysts, engineers, and administrators. The group provides critical support to the day-to-day IT requirements of Enclara Pharmacia and its customers. This includes working closely with the technology research and development teams to implement the company’s strategic initiatives via the proprietary medication therapy management application, medication management support center, and client-facing technologies.

    Steve joined Enclara Pharmacia (formally excelleRx) in January 2001 as a Business Application Analyst with a focus on mobile bed-side computing. Since 2002, he has held many leadership responsibilities to help support the significant growth of the business with a primary focus on implementing contact center and digital imaging technologies that supported the explosive growth. Mr. Lemak was promoted to SVP post merger with Enclara Health in Jan 2015 and then to EVP in Jan 2016.

    Steve has over 20 years’ experience in the health care industry and academic instruction. As the founding member of the technology department for Archmere Academy in 1994, he was responsible for the implementation of the campus-wide network to satisfy both the business demands and the instructional academic environment. He was the school’s representative to the Delaware Independent Schools Computer Association. Prior to joining Enclara Pharmacia he served as IT Liaison for Christiana Care Health Services. There he was responsible for managing the technology needs for core medical departments of this 15,000 employee organization.

    Steve earned his BS from the University of Delaware and earned his Masters from Philadelphia University.
